feat(rust/systemd): Implement PropagatesStopTo= dependency and fix stop ordering for TEST-03-JOBS Add PropagatesStopTo= support across the dependency graph: parsing, runtime storage, deactivation propagation, property exposure, and restart handlers. Fix deactivation ordering so self is stopped before PropagatesStopTo targets, preventing state_transition_stopping failures when targets have Requires= back-references. Add thread-local cycle guard to prevent infinite recursion from PropagatesStopTo/required_by cycles. Enable upstream PropagatesStopTo test sections in TEST-03-JOBS.
