fix(rust/systemd): Add implicit journal sync and remove vacuum from rotate journalctl and gatewayd now issue a best-effort Synchronize varlink call before reading journal files. This ensures entries written by other processes are flushed to disk, compensating for the file-based storage model (C systemd uses mmap which makes entries instantly visible to readers). rotate() no longer calls vacuum() internally. Vacuum is handled separately by the maintenance thread (periodic) and journalctl --vacuum-* commands. This prevents rotate from immediately deleting the archive it just created, which caused 'mv system@*.journal' to fail in the bsod test cleanup. Removes 2 test patches: cat sync workaround, bsod mv || true workaround. Signed-off-by: Niclas Overby <niclas@overby.me>
