feat(rust/meson): Add Meson build system rewrite in Rust
Implement a drop-in replacement for the Meson build system:
- Lexer, parser, bytecode compiler, and stack-based VM for the meson.build DSL
- All built-in functions: project, executable, library, dependency, etc.
- Type methods for str, list, dict, int, bool, feature, dep, compiler, etc.
- Compiler detection and compile checks (C, C++, Rust, Fortran, D, etc.)
- Dependency finding via pkg-config, CMake, config-tool, and system libs
- Ninja backend generating build.ninja with compile/link/custom target rules
- Options system with meson_options.txt parsing and version comparison
- Full CLI: setup, compile, test, install, introspect, init, dist, format, etc.
- 18 modules: fs, pkgconfig, python, gnome, cmake, rust, windows, i18n, qt, etc.
- Wrap/subproject download and extraction support
- Cross-compilation and machine file support
