qa: add rekey-contention WiFi HIL for the admin change-PIN endpoint Mirror the OPT-008 backup-contention probe for POST /api/rekey: the linux harness fires the re-key from an associated station and ICMP-pings the SoftAP gateway across the two-pass PBKDF2 window, proving the station stays associated (no BEACON_TIMEOUT) while the vault is re-encrypted on the Core-0 vault worker. - portal_checks.py: run_rekey_contention (+ --rekey-contention and the current/new/pin-length/no-restore flags). Idempotent by default via a best-effort new->current restore; --rekey-no-restore leaves the DUT on the new secret for an on-device unlock check. - wifi_normal.sh / run.py: plumb KQA_PORTAL_REKEY and the rekey parameters through the local + remote paths. - linux_wifi.py: run_wifi_rekey wrapper (restore toggle). - test_admin_portal.py: test_admin_rekey_does_not_freeze_wifi.
