Introduce configure options for bash-completion, doc, fonts, and icons This patch introduces the --enable-bash-completion, --enable-doc, --enable-fonts, and --enable-icons configuration options to control the build of bash-completion, documentation, fonts, and icons respectively. This is useful for users of systems such as Gentoo which allow custom configuration of packages, or for package maintainers in general who would like finer control over the components built when compiling Chocolate Doom.

Change setup tool to use -merge instead of -file. This is the more "ergonomic" option to use that correctly handles WADs that use sprites, and is consistent with what we do in the macOS launcher and when doing drag-and-drop.

Update icons to use new logo icons. These were developed by Github user @clovehoof back in 2019 in response to bug #1020 and adding them has been on my TODO list for a while. Eventually we need to build each .exe with its appropriate icon (since we now have separate ones for each game) but for now let's just update what we already have.

Clean up file headers. This change rewrites and simplifies the copyright headers at the top of all source files: * Remove "Emacs style mode select" line; this line was included in the headers for the originally released source files and appears to be to set the file type for old versions of Emacs. I'm not sure entirely why it was required but I don't think it is any more. * Remove "You should have received a copy of..." text from copyright header. This refers to the old 59 Temple Place address where the FSF headquarters used to be located and is no longer correct. Rather than change to the new address, just remove the paragraph as it is superfluous anyway. This fixes #311. * Remove ---- separator lines so that the file headers are barer and more simplified.

textscreen: Make UTF8 the rule, not the exception. Rename TXT_DrawString() to TXT_DrawCodePageString() and rename TXT_DrawUTF8String() to TXT_DrawString(). It's better to just assume everything is UTF8 and deal with the exceptions, as this is less likely to cause bugs. There is only a small handful of places where we want to draw a specific character from the native code page.
