feat(ui): add reusable numeric Stepper component A stateless ui::Canvas component rendering a '- value +' numeric control with min/max/step clamping and saturating value helpers (stepperClamp/ stepperNext/stepperPrev). The focused affordance highlights with the accent chip on color panels and inverts to ink on Mono1/e-paper. Adds a RecordingCanvas host test covering the value math, the two-chip render, the centered value, the empty-rect guard, and the mono branch.
